On 14 April 1939, barely a month after the Third Reich had completed the occupation of the whole of Czechoslovakia, the President of the United States, Franklin D. Roosevelt, sent an official telegram to Adolf Hitler.

Within that proposed declaration, Roosevelt also included a specific list of independent nations, asking whether the German leader was willing to guarantee that the armed forces of the Reich would not attack or invade them.

Hitler’s response came fourteen days later, on 28 April, during a special session of the Reichstag that lasted more than two hours. With irony and sarcasm, he publicly read the telegram and, in particular, the list of countries.
