Locked Up Powermate Generator - Will It Run Again?

Someone threw away this Powermate generator after the Briggs and Stratton engine locked up. Suprisingly this one did not run out of oil, but the damage in the cylinder might prevent this one from running again. Lets see if we can break this engine free and get it running again.

I no longer use Harbor Freight Super Heavy Duty Degreaser in my ultrasonic cleaner. Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors. Recently I have been using Simple Green PRO HD with good results.
